Andy Robinson hit a 72nd-minute winner to give Leeds victory and leave Hereford still without an away point.
The win was Leeds' sixth straight in all competitions but Hereford's massed defence, marshalled by on-loan Bruno N'Gotty, made it difficult for them.
Jermaine Beckford went close with three good chances for Leeds before Robinson decided the match.
He drove home the rebound after Bulls keeper Darren Randolph could only parry Luciano Becchio's header.
